It’s likely Facebook will roll out 1080p for all users at some point. This is true at the time of writing (November 2019). If you’re not using an account or a device with 1080p streaming enabled, Facebook Live will downscale any 1080p signal you send to 720p.
Select accounts, and select devices (like our own Webcaster X2), can stream in 1080p.
